Car won't run or idle below 2000rpm

I have a 1984 Mustang GT that's been acting up lately. It has a very rough idle and wont idle for more than a minute without stalling. If i try to hold the RPMs around 1500 it will stay for a couple seconds and slowly start to die and stall. But anything above exactly 2000 it comes back to life and run's perfect. I am almost positive it isn't anything electrical but i may be wrong. My guess is that the carb is flooding itself out but i don't understand why it runs perfect above 2000. The carb popped quite a few times when i took it around the block today. I also noticed that when you give it any throttle, gas will spray out of the top. Do you guys think its time to rebuild the carb or is it something electrical? I can guarantee the timing is not the problem. And if it matters the carb is a Holley 600 with electric choke
 
It could be time for a rebuild, but check some of the basics first. Check your needle and seat to make sure there isn't any debris in there causing it to not seat correctly. (Especially since you indicated gas sprays out of the top)

Also, check your float levels. Your float levels might be too high and gas dripping from your boosters causing the engine to stumble when you don't have the butterflies partially open.
