That's the float bowl vent. Your carb is probably gummed up so the
float won't raise up to stop fuel from entering the bowl.
Therefore it will overfill and spit out the vent.
Or the float itself is bad and the same thing would happen.
Especially if it hasn't run for a year, I would say it's gummed up.
Take it off , clean it out, put a few new gaskets on it, mabey some
new float adjusters and your good to go.

I never pulled a carb apart is that a hard task and what would I need to do the job right?
Also I have no idea what jets I have is there a way to tell?
What jets would you guys suggest for my set up?

It may not be necessary to remove the float bowl. Sometimes a good tap on the float adjuster will stop the leak. The adjuster is the large flat head screw with the big hex nut underneath. Was it the primary vent or the secondary vent? I'm gonna bet the secondary, either way loosening one of the lower bowl screws and removing it will drain the bowl. Drain a portion of the fuel out and fill the bowl back up with WD40 through the bowl vent. Allow to sit for a couple of hours. This should fix the sticky valve if the tapping fails. You can also drain the bowls by blocking the fuel supply, and running them dry. Pinching the rubber fuel line with vise grips works well. You will have to manually open the secondaries while running to drain them.
