sometimes when i tap on the gas really quick the acceloration gets stuck and the goes back to idle... why does this happen? is it a carb issue?

a weak return spring, binding linkage, or a bad motor mount can cause that problem. or a combination of all three

I don't even understand the question. In neutral? On the freeway? Is the car not supposed to go to idle after tapping the gas?

Are you talking about hesitation?
