carb trouble

having a problem with my 351w. i have a 625cfm carter carb and i cant get it tunned right. at idle it idles rough and my cam is not that big 224/224 and .500 lift at .50. also when i have the vacum guage on it reads at about 16 but the needle is never stedy. what could be the problem, bad carb maybe????

the needle might move a little, but if its jumping a lot, check for vac. leak.

just moves between 16 and 15 at a steady rate

what carb would you recommend. a guy at work says go for a holley double pumper 650 but i was leaning towards a 650 speed demon. what do you guys recomend. also what why is my car so hard to start after it warms up
