Cleaning lacey wheels- any ideas?

How the )(#&)$#* do you clean between the spokes on these lacey wheels? All of the dremel type wire brushes I have found that actually fit are too small and soft to do much good. Is there a trick to this? Should I blast them with a fine media?

How bad are they? Just dirty or are they corroded? If they are just dirty I had good luck with Wheel cleaner and a baby bottle brush.

The rim part is clean, and polishes up nice, but the insides of the spokes are rough and corroded. I want to paint the insides of the spokes silver so they don't just corrode up again, but I need to clean them so the paint will stick. I was just wondering if someone had a trick for doing this .

I have a hand held steamer, its work great for those hard to get to areas for dirt and grime.
