Clutch pedal question

What makes the clutch pedal return to the up (disengaged) position?

The pedal in my car doesnt come back up fast enough, and its making it harder to drive..

Is there a spring in the pedal itself, or is it because of cable tension on the clutch fork?

grab the clutch pedal and pull it up. that should bring it back up to where it was.
 
Thats the problem..It doesnt return to normal height as fast as it used to..And from all the way up to part of the way down (even with the brake pedal) it does nothing to the cable..So its got a lot of play..
