Code 31 help! PLEASE!

My car runs absolutley fine. But at around 1500 rpm the check engine light comes on. It doesn't come on EVERY single time, but most of the time. It then shuts off usually around 2000 rpm. It doesn't matter if it's part throttle or full throttle, it still comes on. I pulled the codes and got a code 31.

I checked the EGR valve and it's fine. So I'm thinking it's the EGR valve position sensor. Would this make sense? I want to know before I go out and buy the new sensor. Is there any way to test the sensor? Any help is appreciated!
 
CODE: 31 (KOEO) - EVP circuit below minimum voltage. Vref (5 volt reference voltage supplied by the computer) missing or broken wire or bad connection in circuit. Use a DVM to check for 5 volts on the orange/white wire. If it is missing, look for +5 volts at the orange/white wire on the TPS or MAP sensor located on the firewall near the center of the car. With the sensor removed from the EGR and still connected, press the plunger and watch the voltage change on the brown/lt green wire. Check for the same results on pin 27 on the computer.
