Code 82.....voltage correct what next?

I have an '87 with a 5.0. So I started out with a code 34 and fixed all the egr things and the code went away but the car still idled rough. I pulled another code now #82. I researched and checked the voltage on the air diverter and on the red wire i got just over 12 volts and the white/red wire I got just over 1 volt. From what I read this is correct. The electrical connectors were dirty so I sprayed them off with cleaner and plugged them back in and started the car. Still got a rough idle and code 82. What my next step? replacing the diverter valve? Also is it normal for the car to blow smoke with this problem. I keep getting black smoke at start up and then white smoke.....the car has never blown smoke before the egr problems a week ago.
 
Code 82 – Secondary Air Injection Diverter Solenoid failure AM1. Possible bad wiring, bad connections, missing or defective solenoid valve. Check the solenoid valve for +12 volts at the Red wire and look for the Red/White wire to switch from +12 volts to 1 volt or less. The computer controls the valve by providing a ground path on the Red/White wire for the solenoid valve

With the engine running, stick a safety pin in the Red/White wire for the solenoid valve & ground it. That should turn the solenoid on and cause air to flow out the port that goes to the pipe connected to the heads. If it doesn't, the valve is bad. If it does cause the airflow to switch, the computer or wiring going to the computer is not signaling the solenoid valve to open.
 
Remove the passenger side kick panel and disconnect the computer
connector. There is a 10 MM bolt that holds it in place.
Measure the resistance between the red/white wire on the solenoid valve connector and pin 38 on the computer.
You should see less than 1.5 ohms. More than that is a wiring problem.

Measure the resistance between the red/white wire on the solenoid valve connector and ground.
You should see more than 100 K (100,000) ohms. Less than 100K ohms is a wire with bad
insulation or bad spots in the insulation.

Make sure that you don not touch the metal probe tips when you make ohms measurements
since it will cause the reading to be inaccurate.
