The codes refer to the AIR system. This is the smog pump and accessories related to it. I don't know enough about the entire system and the valves to comment on fixing it.

If you just remove it, the codes will still keep coming. You need to "bypass" it as well. Do a search for "smog removal" or something like that. It should get you in the right direction.

I wouldn't repair it. I would bypass it for now, and when emmisions time comes, just reconnect it.

The AIR system function is to force air through the exhaust pipes, which creates heat, which heats up the cats more quickly. They only work when hot.

If you don't have any cats, the system doesn't know. It has no way of knowing (unless you have a 96+ GT, then it's a different story).
