You're hitting on a detail that almost always gets overlooked by people. It takes more power to turn heavier wheels and tires. The 17X9's and the bigger tires on them will likely be noticeably heavier than the stockers. And yes, that will have an impact on both accelerating and stopping -- not to mention the springs/shocks that are trying to control their movement. If you have a choice -- stay as light as you can in the wheel and tire department. My usual recommendation, even though they look good, is to not go any bigger on diameter than you need to in order to clear the brakes you need to do what the car's going to be doing. Road racing -- you need bigger brakes - the benefit of them outweighs the downside of heavier wheels/tires. On the street? It's a tough call - looks vs. some change in performance. Only you can decide. I run 16X7's -- 17 and 18" combos are available - but they're heavier. So I stick with the 16's.

My 17 inch rims and 275/40 tires looked great but
weighed 10lbs more EACH than my stock 10 holes with 235/60 tires.
The suspension had an easier time responding to bumps and
such with the stock rims. Thats what I am running now.
