custom tuning with diablosport handheld

I'm going to get my D1sc procharged 98 gt tuned finally. I was wondering if the guys that custom tune it will be able to tune for part throttle not just full throttle, because that's all I can change now is fuel/air at full throttle. Do they unlock more capabilities when doing a custom tune?
