cylinder #6 on repinned sn95

All of my injectors are putting out 12 volts while engine is running except cylinder #6 injector. The #6 is only putting out 1.14 volts. If anyone would know any reason it wouldn't have 12 volts please help. Thanks.
 
Injectors don't generate voltage. They receive a constant accessory 12 volt feed, and the ground to each one is modulated via the EEC.

How did you test the voltage to the injectors? Was one leg of a DMM grounded to the chassis while the other leg probed the constant accessory feed? If so, look for a bad accessory feed to that injector.

To try and check the ground pathway, use a noid light. Your DMM won't read accurately due to the cycling of the ground pathway.
