Cylinder Head bolts

Ok following the Ford manual and here are the steps (word for word) and then later my question.

1. Tighten head bolts in sequence to 28-31ft lbs
2. Rotate head bolts in sequence 85-95 degrees
3. Loosen head bolts a minimum of one full turn (360 degrees)
4. Retighten head bolts in sequence to 28-31ft lbss
5. Rotate head bolts in sequence 85-95 degrees
6. Rotate head bolts in sequence 85-95 degrees

ok now the question. When they state "rotate head bolts in sequence 85-95 degrees" do they mean tighten? if so then the last two commands I will actually be tightening the bolts approx 180 degrees?

Any help would be great cause I know that these are imporant bolts and messing up means buying all new ones.

Yeah, more or less its just another quarter turn on 'em thats all.
