Dad's 89 Lx 5.0 Problem

My dad's 89 stock motor and boltons.

going 55-60 and take the foot off the gas, the rpm's stay the same. it doesn't drop down. Tapping the gas pedal does not bring it down either. It only happens every once in a while. he said it also happens when he takes his foot off the gas and does not push the clutch in. any ideas?

no other problems and seems to run fine!

I had a problem with my throttle cable routing once. pulled it up and put a nice sweep in the cable and problem went away.
