a few nights ago I noticed that the minute i put my key in the key on position, my headlights come on (just the center ones between the cat eyes), no light switch pressed or anything. They are about 3/4 as bright as if they were turned on by the switch. if i push the switch one click the cat eyes come on, 2 clicks gives the lights their normal output, plus there is still highbeams, brighter yet. why are the lights coming on like this when the car is running even without the lights on?

key off the lights work as normal, key on they work as normal, only diff is that the main headlights are always on 3/4 brightness of normal when the key is in the key on position.

somehow daytime running lights have made their way into my car? anyone have any suggestions on this one?

Hmmmm, Could it be a short that made a partial ground (with high resistance) into your ignition system?
or like mahfivoh said, Are you sure this just started happenning?

:OT: Sort of. This is an intresting read. Not very long. Wonder if the lawmakers thought about this. This is in the U.S. ALONE!!!!!!!!!

http://auto.howstuffworks.com/question424.htm

This states at $1.50 a gallon it would be 6 mil a year in extra fuel. at $3.00 it would be more around an extra 12 Million a year. 8 billion pounds of carbon. If it is required in this country make it standard, lol. More like 30-40 billion pounds of carbon dioxide a year. lol

Canadian cars manufactured after Dec. 1, 1989 were required to have DRLs.
If you want to know for sure, the DRL module is located inside the driver's side fender by the horns. If you have DRLs then you should have a small box with a wiring harness going to it. If not, then there is either no harness or a harness with a shorting plug at the end like the US cars.
