Do I have to get a dyno tune if I want a reburn on a Diablo Rev. chip or can I just send it in with a list of my mods to get the reburn and install it without it being on the dyno.

The first option is cheaper and pretty good if you go with a reputable tuner. They've been doing this for years and can hit it pretty dead on usually. The second option costs more but will be more accurate.

The Predator cost is higher then a chip but the flexability if offers and added features make it the best value.
