First off I just want to say hi. I'm currently in the process of reassembling my engine. (Quick bio) 94 GT, stock bottom end, cam, pistons, GT40 heads, Cobra intake, stock MAF, stock TB, stock EEC. My end goal is a single turbo setup for this car making around 350ish/ 400 hp. So do I need to gap my rings at this HP level.

All rings will be set so the gap is within spec. For a standard ring set I would use the stock gap recommendation in your build.
Top ring .018-.020
Second ring .020-.022
Oil rings always .015

Ok good, so no need to take down the entire engine. I think my description may have been a little off. The bottom end is still together. I'm in the process of putting the GT40 heads on.

Thanks LZSN95.
