Have lower console off to try to fix it right now but can't figure it out. I see the two bolts that are bolted to the chassis from the e-brake but they are tight as hell.

Its probably just from wear and tear, you can always snag one from a crashed car that doesnt move as much and swap it in.

There are 2 bolts that hold it to the floor, and once you lift up on the H/B the Spring Pressure will release and then you can crawl underneath and pull the 2 cables off the Equalizer Bracket. On your new H/B wind the Spring and put a nail through the Hole in the Handbrake and that will hold the Tension on the Spring which will allow you to hook the 2 cables back up to the Equalizer Bracket, put the 2 bolts back and remove the nail and you are good to go.

Yep, underneath the Car. The EQ Bracket is connected to the center cable from the Handbrake and the left and right cables on the underside of the car attach to it.

So are you saying that the EQ bracket will fall off when i disconnect the center cable from the handbrake?

In the post you had about telling me how to do it, you said nothing about the center cable?

The Center Cable is what comes off the Handbrake itself, the EQ Bracket is attached to the end of the cable, and no it wont fall off unless you cut the Center Cable!

If you pick up the Handbrake Assembly and hold it in your hand, the Center cable is the only cable there and the EQ Bracket is on the end of it.
