I have a 99 Lightning and the brake pads are ok in front and back but my e brake doesn't hold very well is there a way to tighten it?

I am not sure, but there should be an adjustment someplace either at the inside interior, or under the car where there is a single piggyback locking nut/cable type of device; where you pull the Y cable and this evenly pulls both brake cables equally. There is so much adjust until your rear shoes/disc pads will not help to compensate for the slight stretch of the cable and short adjustments.

Just in case

if anyone ever need this info this reply should help.
The rear disk of the Lightning acts as an e brake drum also on the inside of the disk are brake shoes and an adjuster so you can open them up a bit (if there is some pad left)
