EGR vacuum regulator solenoid missing?

Since the new motor in the '88 was built, I've had trouble with the engine missing under load, particularly when cold. The miss does not occur under idle, but is prominent going uphill, or if I get even a little aggressive with the pedal.

It appears to me that the EGR vacuum regulator solenoid is missing (see attached photo). This is the best photo I have at the moment, but can you tell whether the solenoid is indeed missing? Would it's absence be responsible for the engine misfiring (the car still has a complete smog system)? I'm just trying to do as much of my own self-diagnosis before I take the car back to the builder for it's final dyno tune.

The cap is missing and from what I understand it will cause a problem with vacuum because it won't hold vacuum.

cap/plug the vacuum hose from manifold vacuum to the solenoid. if the problem goes away then the solenoid is at fault.
