exaust leak

I have bbk shorty headers and o/r x-pipe, but to pass state inspection i need cats. Everyone knows that already, but when i hooked my original exaust to the headers it has a small leak now. I live in texas, close to houston. Will they pass an inspection with a small leak? If not dose anyone have a quick fix? I do not have the orginal manifolds, i trashed them. Thanks
 
How "small" is the leak? I purposely loosend my system just to pass emissions when i first bought my car and it barely passed. Exactly where is the leak coming from or do you not know? Though i've heard if it's too much of a exhaust leak the sniffer can tell, of course I dunno if that's true or not I was just told that. Only way to find out is go and try passing and see what happens.
 
Its right where the flanges meet. I've tightend everything but it still leaks. Its pretty loud when you get on it, but just cruising around or idleing its very faint.
