My '92 has the float issue as well. I go by mileage so each time I get gas I fill it up and reset the meter. I usually fill up at 190-200 miles just to be safe. I have yet to get to where the gas light comes on but once that needle starts to drop I head for the nearest station. lol It will be this way until I need to replace the fuel pump something.

My fuel gauge worked for exactly 15 minutes after I bought my notch. It was reading about 1/8th of a tank when I stopped on the way home from buying it to fill up. The gauge pegged above the FULL mark and has never come down since then. In fact, it's somehow managed to crawl up even higher still since then, to a point where the needle isn't visible at all unless you look at the cluster from the left side. 
I've had a brand new sending unit in a box sitting in my closet for about a year, now, but I've been waiting for the fuel pump to die on me before I want to go dropping the tank to put it in. Knowing my luck, I'd drop the tank, put in the sender, bolt it back up, and then shortly thereafter the friggin' old fuel pump would crap out and I'd have to drop the tank, again. And, yeah, I'd like to upgrade to a better fuel pump at the same time, but current funds will not allow for such a thing ... nor do funds in the forseeable future...
FWIW, I fill up at the 150-mile mark, and I wind up putting in between 5 and 7 gallons. So, I think that's between 1/3 and 1/2 of a tank...

ive heard of the same, car runs empty and wont start for a while while the owner does a ton of work.
and yes, you will be more confident in it after driving it allot. i just finished putting over 20k miles on my car and im just now becoming confident.

Mine has the outline for a fuel light in the idiot light cluster to the bottom-right of the main cluster, but there's never been any bulbs or electronics behind there that I've ever seen to make them functional, so I dunno if it's something they put in the '89 models in anticipation of what they'd planned to use in the 90+ models (which I doubt, seeing as they redesigned the gauge cluster for 1990), or maybe it was something just on the '87 to '88 models? ... or the prior owner somehow yanked all that stuff out of there many years ago and never reinstalled it?

yeah it was in 89 they stopped using them for some weird reason. the reason they're in your car is because you still have a tilt wheel and same gauge cluster and bezel as 87/88's. no sense in redesigning the bezel for just one year.
That's how my gauge works too... it's not SUPER accurate since it moves steadily faster as gas gets used up, but it's a lot better than nothing. I wish I had a gas light though. The light in my Integra would come on when you hit 2.3 gallons remaining... with the mileage that car got, sometimes I would drive around for 2 days with the low fuel light on.

I would throw a new pump in there soon before it dies on you and you have to pay for a tow... you can get a good Walbro from $70-$90 depending on what size you want... my pump died on me the other week and I was just glad I was heading downhill towords a gas station, and only a few miles from home. It would have sucked to have the thing go out while on the freeway during rush hour or worse, if I was 2-3 hours out of town...

in 1990 they got rid of the tilt wheel, and the low gas, washer fluid, ect. lights at the bottom right of the cluster, all to make way for the airbag steering wheel in 1990. thats why 89's are the best year foxes, first year of mass air, and still had tilt wheel and the notification system thing. my gas gauge goes above full when full, then drops to about 5/8ths, and goes from there. and i fuel it once it gets to 1/8th-ish
