Fog light switch

My daughter has a 05 Mustang GT and she wants to know how to turn on the fog lights. The pic I attached shows the light switch. Is it supposed to pull out and turn to the left to turn on the fog lights? If so, it won't do that. I'm thinking I need to replace the light switch?

You pull it straight back toward you and that's it.

You have to turn it one click to the right to pull it out to turn the fogs on, turn to the right once more to turn headlights and fogs on.

Woops, forgot about that step! I almost never use my fog lights.
