I'd do the 99+. There is something else to consider, and that is that Foxes are just getting older and harder to keep up. The influx of Chinese parts has made it very hard, and good quality original stuff is hard to come by. A friend of mine recently did a full resto on his 93' GT. He spent thousands at LMRS on all new door seals, interior pieces, quarter glass, etc. Guess what, it was all made in China. All the door seals leak, the interior pieces faded to an off color, and the quarter glass got this foggy hew within 6 months.

But put er on the lift found about a thousand rust holes in the 2yr old MAC exhaust system and found where the h pipe met the second piece that's connects to the wheaders were completely rusted out only thing holding them together were the clamps. Basicly a 1 inch space all the way around the pipe rusted out. So I patched that all up for now. Runs 100xs better and actually pretty fast compared to before. I pulled the intake manifold and foun out its been worked on. And thrww it on the dyno at my buddys engine shop it made 249 rwhp. So I think there's more then just a port job on the intake I think the heads are done too. That was a nice little surprise. I bought the car knowing nothing about it. Only what I could find out for myself in the test drive. To get it where I'm happy would be rebuilt forged bottom end teickflow top end nice hood wheels paint and a nice sound system. I know the engin e would cost roughly 4500-5000 that's from rick. Paint and other work ill do myslef.
