One of two things, either the slosh module on the back of the cluster or the sending unit. I don't know how to check the module, but if you drop your tank you can ground it out and use a Fluke meter on it to check the sending unit.

Normally when the sending unit is bad it causes the gauge to read high. I believe that the slosh module is part of the instrument cluster but I could be mistaken. I don't think there is any way to test it. Basically it filters rapid changes in fuel level so the gauge doens't move around because of fuel "sloshing" around in the tank.
