Fuel Pump?

I have an Edelbrock Performer RPM II manifold, 65 TB, BBk shorty's, and flowmasters. Can my stock fuel pump supply enough fuel for this set up. I also have a BBk fuel pressure regulator, which I believe is not working properly. I cannot get constant fuel pressure, ranges from 36 to 40psi. Could this be my fuel pump, or is it probably the regulator?

I also have noticed, ever so slightly, surging at constant speeds.

Any ideas? Any help is appreciated, thanks!
 
This is a rookie question, but what is the best way to check codes? I have seen a ton of different code readers on the market, but not sure what the best for my car.

There is a free method to do it, which you can find reference to if you search on here.

Personally, I think it's well worth the $30 a code scanner costs at the local auto parts store.

Just get the one for EEC IV fords. This is the one I have:

My car just started the same thing last week. No codes. I am thinking Regulator and not my pump because under acceleration it does not do it and my fuel pressure gauge seems steady even when under boost. My regulator is stock and has 150k+ miles. Both cost about the same but hate to drop the tank because that 2 hour install is not my favorite task.
