Fuse box question

Got a question about getting to the fuse box in the drivers compartment. I removed the two bolts on the panel under the steering wheel however it doesn't want to pop out. Am I missing some bolts to remove? Is there a certain direction I need to pull to get this panel off without snapping anything off?

Why do you want to remove that panel? You can access the fuses with it in place.
There are 3 or 4 blind clips retaining the end of the panel closest to you. I usually wrap a big screwdriver with duct tape and pry gently at the seam between the panel and the dash to get it started. Pull the top edge of the panel in a direction perpendicular to the steering column.
There is a sheet metal cover directly behind the plastic one. It is retained by 2 more bolts.
