Figured I'd pass on some info I found out, in case it's a common problem.
Symptom: power passenger mirror not working correctly (if I remember, it would only go "down" if it moved at all! it's been a while)
Cause: Broken wire inside of door
During my re-wiring job, I noticed this wire showed no continuity between terminals, so I stripped all the gooey black tape off, and found the green wire was broken, and appeared to have been that way for quite some time due to the amount of corrosion. Harness was out of the car, but I believe it was on the inside of the door, near the doorjam.
Note: My car is allready in a million pieces, this wouldn't be a simple fix for the casual do it yourself-er. If you suspect this, detach the plug behind the mirror, and the other end is a 3 prong connector in the pass kick panel. Snake it out and cut back the tape if you suspect you have the same problem.
