It depends on how long you want the engine to last. Most people will tune for 11.5-11.8 at WOT. Maybe 11-11.5 to be more conservative. The leaner you go, the more power you will get, but the engine won't last as long.
On a naturally aspirated engine, probably not. But why risk it? You need to check your compression before modding it, and putting more stress on the engine with lean tunes.
