Heck, as much as those things cost and the plastic its made out of is maleable or can bent and shaped, I would try to fix it to save money and time, unless there are pieces missing; I would replace then but, if it is just scuffed and scratch try to use a black that comes as close to the color as possible, since it bolts underneath your car, no one is going to notice, try to spray on a card board in abundance and do by hand w/maybe a Q tip or a thin paint brush, depends how anal you are, replace b/c of scuff and scratches is a waste, sale me your old one if you buy a new one.
