What if I used a cleveland manifold, and where the water comes back out of the head and into the manifold, I tap an fitting to which I could attach hoses?

Do both the heads exit into the manifold (windsor) or back into the motor (cleveland) or just one? Does water go through one head and back into the motor in both designs?

The coolant on both heads of a Cleveland goes back into the engine block. And on a Windsor, it goes from both heads into the front of the intake. There's no provision in a Cleveland intake for coolant passage. of course you could always build you own design from aluminum, there are lots of them here in the states used in drag racing, what's called a "sheet metal intake"
