price range - power output

I would like to get about 300-320 hp. I would like to stay under $1000. if not possible, $1000-2000. I don't want to increase compression too much because later on I would like to add a small turbo. I also plan on lifting the heads with a new camshaft. So, I think that 300 to 320 hp should be easy to obtain without increasing compression too much. What do you think?
