Help Needed: Throttle Body "Bouncing Ball" Noise

On a 99 V6 I hear and feel a rather loud "bouncing ball" noise when I manually open and then shut the throttle mechanism at the throttle body. With the engine off and I open the throttle by hand and let it "slam" shut I hear/feel a noise like a ball dropping and letting it bounce. It "bounces" about three times. The noise decreases on each "bounce". If I close it slowly I still feel/hear the noise but at a much lower level. Almost sounds like some sort of a "flapper". Sound like the noise is coming from within the throttle body.

I can't imagine this is normal? Any thoughts would be appreciated.
