HELP! Why can't I get my front rotors off?

I was planning on installing new cross drilled rotors today but couldn't get the stincking old rotor off. Took the entire caliper off and I thought the rotor was supposed to just slide off. Did I not do something I should have? There was rust between the central hub kind a thing and the rotor... I let some penetrating oil sit for an hour but still couldn't get the thing off. Any help would be greatly appreciated. Thanks, Steve

Theres little clips on several of the studs. You have to rip them off with needle nose pliars before the rotor will come off.

They are used to keep the rotors on the axles during shipping, discard them once theyre off.

I cant see the rotor becoming stuck to the hub to the point you couldnt knock it off easily.
 
Yep, I know about those little evil retaining clips...they can really screw up a balance job... you can't believe how much one of those clips makes a tire wobble. So, I guess I just have to keep hitting those suckers till they come loose...I beat them for a few minutes but thought I better stop till I got y'alls advice. I'll get em off tomorrow come hell or high water, no disrespect to Rita victims intended.
