You have a broken vac line running to the heater box. Check all the lines under the hood. They run up against the firewall on the passenger side. If you don't find anything there (you have to look very closely sometimes, particularly if they are dry rotted), start digging around under the dash on the passenger side.
Look also for worn or split rubber connectors. Any of these can be a bugger to find if the break is a clean one. It's easy to loose track of a vac line you're tracing so pay close attention if the break is not readily apparent.
If required, you can resort to the ether method to help track it down but you should be able to locate this visually.
Patch it up with a short length of vac hose and some RTV until you can replace the entire line.
Take special care to not break any other vac lines while you're tooling around in there. Many of them may be very brittle with age and will not appreciate being disturbed. If so, these should also be replaced at your earliest convenience.
