Is there any way I can repair these mounting points for the hood? I'm not a welder and the car came with massive washers on the bolts but I'm not trying to make quick fixes with this. Would a body shop be able to cut/weld patches and have the hood be level? Any advice would be appreciated.

Any decent welder could do that for you. Make sure he has the hood and the hinges to get it level.
