Hood Latch Pull Cable Stuck?

I just bought a 1993 5.0 LX Convertible on Monday, and while mechanically sound it has a lot of little issues.

first one is its taking me pulling with all of my strength to get the hood to unlatch. pulling that darn handle. I'm just wondering where to lube it as some WD-40 in the latch itself didn't do anything.

or do I have to replace the cable?
