Electrical Horn does not work nor does it click (non airbag steering wheel)

The horn on my 89 used to work when I first bought the car but now it does not work nor do I hear any clicking when I try to push the button. If it means anything the cigarette lighter does not work either. How should I approach this problem? Bad fuse likely?

So do I just pick a new one up from an auto parts store with the same amps? The horn fuse is 20 amps.

There's your wiring diagram.

I'd start with the 20A fuse

And check to see if a coin (or some other small metal object) made it way into the lighter. Have seen that and it shorts out.
