How bad are my shock towers?

My shock towers have some rust towards the bottom where it connects to the frame. The rest of it looks fine except for the seam so I'm not sure if they need to be completely replaced. Would por15 be good enough on these?

Hard to tell the extent of the damage form the pictures.
If you can't poke a screwdriver thru em wire brush em and POR15 em and spay paint some silver for now.
At least that kind of keeps it presentable.
