The proper procedure is to be sure the pair you're working on have their lifters on the cam base circle (both valves closed). Rotate (clockwise) through exh. valve open/close, and then intake open/close. Once the intake is closed, they are both shut. Put the rockers on. Hand tighten til you reach zero lash - no gap on the valve stem end or the pushrod end. Then torque to 18-20 ft-lbs. while counting the number of turns it takes on the bolt. It should hit that torque between 1/4 and 1 turn. If it takes more than 1 turn, you'll need to shim that rocker up (.030" reduces about a 1/4 turn). If it takes less than 1/4 turn or if you can't reach zero lash, you'll need longer pushrods. If you kept them in order - put them back as they were - you should be fine just torquing them to 18-20 while the lifters are on the based circle.
