How do you test a starter if you think its putting out to many amps?

Well i posted about a month ago about my starter solenoid sticking all the time. Went and bought a brand new Ford solenoid, it stuck first try. I had a problem with my car not starting when it was hot, so i replaced the starter probably a week before this solenoid BS started! If i yank the starter off can autozone test it to see if its putting out to many volts? My buddy has a 91 also, and ive "borrowed" his ignition switch and lock cylinder just to see if it fixed the problem and no its hasnt.
 
A starter can output electricity (Inductance), but we know that's not what was meant here.

A decent bench-test should be able to test power consumption.

Do you still have an OEM Ford starter?
