Paint and Body how to clean off this rust

is there a diy way I can get this small rust off my strut towers? Im planning on fluid filming the whole car as well.

Take the bolts out of the dist valve ( they are inside your wheel well) and move the dist valve out of the way as much as you can... Pull out the plastic plugs that hold the wire loom and move it as much as you can, then wire wheel the area...
Very small wire wheels are sold for drills and dremel tools... A grinder with a wire wheel it works great, but the area looks a bit cramped to me?
Some rust killer would not be a bad idea after, then some primer/paint
