How to make a good Icon/Avitar picture

I am risking this has been posted, but I want to still know. I think my pictures are saved as small as it says I am supposed to go, and I still see only parts of the picture. They are rarely as good of quality as the original either. How about some good, clear steps to show off or make a good one without stealing someone's work? This may help me at several sites. Thanks!!!!

gotta just resize it . i uploaded mine to photobucket resized it and saved it to my computer

I'll try photobucket instead of stock Windows programs. What is your suggestion on size?

I've also pasted them into a powerpoint and manipulated them there, then re-saved as a different picture.

If ur on an android smartphone, download Photoshop express, crop and save it. Then upload as avatar.. I rarely use my computer for anything anymore
