I get heat even when the heat is turned off.

I comes from the floor vents and it killing my feet. A guy told me that I should be able to check to see if the vent is closing all the way but couldn't really guide me in this conclusion. Has anyone else had this problem? 97 degrees outside feels great compared to the temp of my feet while driving my car.
 
You may look into seeing if the blend door is stuck open. That may cause your problem.

there's a vacuum actuated dohickie in the ventilation system that occasionally sticks. If you pull the controls out you can see the vacuum lines. What I have done in the past is pulled the lines out and both pressurized them and also applied additional vacuum with a littel hand pump to unfreeze the dohickie.

Blend Door?? Where is this?

I can pull the controls out now b/c the car is gutted. What method do you use to pressurize and add vacuum? Basically, what do I need to buy?
 
A MityVac hand vacuum pump will work to check the vacuum operated controls if you can't use engine vacuum. Your local auto parts store or Harbor Freight Tools ( http://www.harborfreighttools.com/ ) will have them.
