IAC Voltage stuck at 11.5V

Mods are in my sig. The only thing I can think is that the coolant sensor is shot thus the ECU doesn't know that the car is "warmed up." I just put a new IAC on there for the cold starts, I've been running with it blocked off (and just fine) for about a year now.

I put the new one on there and the idle shot up to 2K. I was thinking "OK... it'll go down when it warms up." To no avail it got to operating temp and the idle still was just as high. Unplugged it, the idle dropped, so the IAC itself is good, tested the voltage and it was hovering at 11.5V.

Any suggestions? This would also explain why my car has been rich as hell the past few months, its stuck on "cold/warmup" maps.

See the "Surging Idle Checklist for help with all your idle/stall problems. The first two posts contain all the updates to the fixes. At last count there were 24 possible causes and fixes for surging idle/stall problems. I continue to update it as more people post fixes or ask questions.
