ID This C4 mystery Part!

I think this fell out of the front pump on my '66 C4 while I was rebuilding the trans. What is it and where does it go?? I don't see it in any schematics.

Someone told me it was used to prevent TC ballooning in high temp/high rpm conditions and only in '65 and '66 C4s. Can any one confirm? I still don't know where it goes exactly, but this person said you can run without it.

I just rebuilt my C4 not to long back. And i have no idea what that is...

Maybe one of your "buddies" tossed into the work area to "watch the show"? Kinda like dropping a Baby Ruth into a swimming pool.
