idle and code help please

I bought a bare shell EX-CHP for $200 and decided to put the car back together. It has TFS heads, Stage 2 TFS cam, and a TFS track heat intake on a stock Shortblock. The check engine light is on, and will come on about 10 seconds after I start the car....but when I start the car, it revvs to 2,500 for about 10 seconds then drops to idle. The other problem is when I stick it into gear(T5) the motor cuts out for a second then comes back to life. I cant get it to code read KOER, bbut with the KOEO I get a 67. I replaced the neutral switch on the tranny and it is no different. If anyone has an idea on where to start, please chime in. I have added grounds, cleaned the MAF, changed the MAF, BAP, EGR, TPS (and set it to .98v). Every sensor is plugged in, and I am stumped. I have never had this problem. Please help if you can. Access the computer & disconnect the computer
connector. There is a single 10 MM bolt that secures the
connector. With power off, measure the resistance between
pin 30 and 46 with everything at rest. Then press the
clutch to the floor and make sure the trans is in neutral.
The resistance should change from an open circuit
(infinite resistance) to less than 2 ohms. No change and
you have switch or wiring problems.
 
I looped the wiring that goes to the pedals(the sensors are missing) and it doesnt do anything weird when I put it in gear. now the only problem is still a code 67, CEL is still on and it wont KOER code read. Is it OK to just leave the pedals like that? Do you still think there is a wiring issue?
