Idle Hangs @ 1500, then down, how to fix?

Hey guys, I got a chip burned today, took care of all my drivability issues except for when slowing down, as soon as you put the clutch in, the idle jumps to 1500, then few secs later drops to normal, it does this when just reving the engine too.

The guy who burned the chip tried tuning it out, but where should I be looking to fix this, its really annoying and doesn't seem right at all.

Like Patrick, et al said, it is a function of the VSS and puter to prevent rolling idle stalling. I would have thought a chip tuner could modify the function. :shrug:

BTW, the amount it hangs or increases can depend upon the base idle setting and what RPM the car is idling at, at the time (i.e. cold motor vs warm motor).

Some folks do see 1500 RPM during this time, but they generally have their base idle set to ~1000 rpm. If the base idle is set at say 750, the rolling idle should be ~1200 RPM.
 
Mine doesn't do it, after I fixed the Throttle body Ariflow and the Dashpot preposition settings with my Tweecer. Drops to 1000 rpm for a few seconds, and then to idle. Also idles down the street at 900rpms with no clutching or touching the throttle. It didn't do this before....
