sounds like he's already got a suspension planned/budgeted, and is looking just for the motor at this point (which, btw op, ditch the 17x9 rear idea and go for a 15" combo with more sidewall for track duty, stick-shifts and dr's, especially low-profile, are real tricky to get to work together).

on point, for 4.5k....vortech kit and maybe a different cam would go a long way, and would be the simplest, most proven way to add boost (those vortech kits have been around since the 90's, i dont even think they've changed the kits other than phasing in the newer 'chargers themselves). if you go used, you should even have enough for a bigger intake (systemax2/performer rpm/tfsr), and maybe some longtubes (which you WILL want at least eventually).

I am running a tfs1 cam , tw heads, systemax and a baby Vortech a trim making 7.5psi on a conservative tune and the car made 435/420 at the tire ! I already plan on sending the blower in the winter to vortech to get turned into an s trim and getting around 10 lbs out of it. I bought the a trim second hand for 1k and i couldn't turn it down.

X2 on the blower! Swap out to a good maf,42#inj,fuel pump,vortech s trim,AFM power pipe,get a dyno tune,long tubes w/x-pipe,and you will easily make 450+rwhp! With a descent trans,suspension,and tire you'll be capable of low 11's.

I vote for more suspension and brake system upgrades. One thing i learned over the years is that all that power doesn't mean sht unless it can go to the ground properly. Just my opinion.

Leave the motor alone.. Boost it.. You can put a stock longblock in the 400rwhp range. So you should have no issues while using less boost. Prob easier on head gaskets also. I vote boost (turbo for me but either way will get you to your goal)

Those are a poor choice. Get 10 way adjustable and the 18s aren't going to work out. Good luck on you search for 11s

Only one person to talk to, i'll solicit Nick @84Ttop

I recommend the SC, custom cam, tires with MORE side wall height (so smaller rims are needed), upgrade fuel system, get a tune. People like the 90/10 & 50/50's from Lakewood but when your not at the track you'll have no fun driving around. The 10 ways are adjustable so at least you can get better street behavior and then soften them up for the track.
