How about somebody tell me WHAT I CAN GET for less than 4000 , dyno tune and all because thats about my salary cap and thats pushing it .

I think you can probably get the steeda/vortech kit from cobrakiller for that. Then you can buy gauges, power pipe, etc. later. Just the kit itself should be good for around 360-370 rwhp. It comes with steeda dual fuel pumps, vortech v-2, 80mm MAF, 30 lb frpp injectors, steeda tune and all the parts neccesary to bolt it up and go.

if you install the cobra killer kit yourself i dont' see why you can't get it all for under 4,000 installed and dynoed with a/f.

BUT then again if your on that tight of a budget I would not suggest getting the blower till you have some back up money for whatever the case may be.

The paxton kit comes with 38 lbs injectors and procharger and everyone else recommends 42lbs with their kits that are approaching 400HP , so is the 30 lbs injectors sufficient ?

The 30lb'ers are more than suffecient with the steeda tune, since it is a proper adaptive program and not a chip. You only need the bigger injectors with the other kits because they do not have full control of the fuel system and require dumping in more fuel to keep it safe.
